“ON THE REFORMATION OF RUSSIAN FEDERATION AND FORMATION OF RUSSIAN REPUBLICS”


Resolution of the Founding Conference of the National Democratic Alliance
“On the reformation of Russian Federation and formation of Russian Republics”
1. NDA considers the current governing system of Russian Federation unjust, irrational and obstructing to the development of its peoples.
The major problems can be summarized as follows:
The status of the subjects of the Federation is undefined due to the absence of a Federal Agreement between them;
The nature of the Federation is assymetric, combining both administrative-territorial units (oblasts, krais and federal cities) and national republics;
The major ethnic group of the Federation – the Russian people -- remains disadvantaged under the current arrangement; 

2. NDA considers it imperative that all of the issues described above be resolved.
The existing Federation has to be reformed on the following basis:
All subjects of the Federation must sign a founding Federal Agreement of a mutually equal nature;
The Federation has to be established on the basis of states (national republics);
Russian Republics have to be formed based on the unification and enlargement of the existing Russian-populated subjects of the Federation; these Republics will have equal rights as subjects of the Federation ;
3. The legal means for the implementation of our proposal are:
-mergers of Russian-populated subjects and formation of the Russian Republics in accordance with the current Federal Constitutional law “On the admission to the Russian Federation and the creation of new subjects of the Russian Federation within it”;
- convention of a founding Constitutional Assembly, in accordance with article # 135 of the Constitution of the Russian Federation, that will take on the function of establishing and signing the new Federal Agreement and the draft of the renewed Federal Constitution, which will be voted on nation-wide.
- Constitutional assembly will state its continuity from the Russian Constituent Assembly (1918), while the renewed Federation will state its continuity from the Russian Democratic Federal Republic.
